What each one does
Azelaic acid is a saturated dicarboxylic acid that occurs naturally in grains such as wheat, rye and barley, and is also produced on skin by Malassezia yeasts. It inhibits tyrosinase, the enzyme that begins melanin production, and appears to act preferentially on overactive melanocytes rather than on normally pigmented skin — which is why it is not associated with lightening the surrounding area. Alongside that it is anti-inflammatory, active against Cutibacterium acnes, and helps normalise the shedding of cells inside the follicle. Despite the name it is not an exfoliating acid in the way glycolic or salicylic acid are.
Vitamin C works differently. As an antioxidant it neutralises free radicals produced by UV and pollution; it also interferes with melanin synthesis at an oxidative step further along the pathway, and acts as a cofactor for the enzymes that cross-link collagen. The most studied form, L-ascorbic acid, is formulated at a low pH — commonly around 3.5 or below — because that is where it stays stable and penetrates, and it oxidises visibly over time, darkening from clear to orange-brown. Derivatives such as sodium ascorbyl phosphate or tetrahexyldecyl ascorbate sit closer to neutral and are gentler, with a lighter evidence base.

Two things are worth stating plainly. There is no stability conflict: azelaic acid formulations generally sit somewhere around pH 4 to 5, it is not vulnerable to oxidation the way ascorbic acid is, and neither ingredient is known to degrade the other on skin. But the synergy is reasoned from mechanism rather than demonstrated — no trial has tested the combination against either ingredient alone, so the honest claim is that they are compatible and plausibly complementary, not that the pair is proven better. Pigmentation is also a slow and relapse-prone category in which daily sun protection determines more of the outcome than the choice of active.
How to run it in a routine
If you want both in one routine, apply the vitamin C to clean, dry skin first — it is the thinner and more acidic of the two — give it a minute or two to absorb, then apply azelaic acid, which usually comes as a thicker gel, foam or cream.
